Within the server's limitations, of course, which the mod maker has every right to determine as he sees fit.

Of course, this argument stands only if anything that could be harmful at some point in some future mod can be blocked. Hence the need for the restrictive tools.

While that concern is understandable, I feel it's highly unnecessary. Most of the feature locks would just be binary switches (allow/disallow a specific feature), and there wouldn't be that many of them. Throw in a page or two of documentation that lists all the available locks and explains what they do, and using them will be easy as pie for any newcomer. Besides, if one wants to make good mods, they'll have to learn to use these locks sooner or later, and "spoiling" them with such temporary solutions won't do anyone any good.
